The Information Technology department of the Oregon Lottery is a dynamic, progressive organization focused on meeting business needs through innovative technology application. We are seeking outgoing, proactive, experienced IT Professionals.

POSITION PURPOSE:
The Systems Administrator 2 works as a member of the IT Systems and Network Administration team and provides technical expertise and systems administration for the Lottery's host systems, databases, applications, related infrastructure and security controls in a diverse technical environment supporting critical business services and 24 x 7 Data Center operations. This position serves as a key technical resource for Lottery projects and programs involving planning and implementation of IT infrastructure enhancements and other new technology solutions. In addition, the Systems Administrator 2 performs on-going systems administration functions, assists in developing infrastructure and security standards and serves as a second-level escalation resource for troubleshooting incidents and problems involving host systems and related infrastructure components.

JOB SCOPE:
This position works both independently and as a member of various teams to support the Lottery's systems infrastructure, security controls and related customer requests. Work is guided by IT infrastructure standards and procedures including systems and network configuration, security and change control standards as well as direction from senior technical staff on the Systems and Network Administration team and the Systems and Network Administration Manager. Work is additionally guided by and decisions are made within Oregon Revised Statutes, Admin Rules, Lottery policy and procedures, security requirements, and best practices standards. This position may serve as a technical lead for IT infrastructure projects or on-going programs, represents the Systems and Network Administration functions on other project teams and commonly serves as a subject-matter expert in multiple technical disciplines, providing guidance to customers and other IT staff.

PRINCIPAL ACCOUNTABILITIES (*ESSENTIAL FUNCTIONS):

1. *Plan and implement technology and security enhancements.

Typical Activities:
Participate on various project or program teams as a technical lead or subject matter expert to coordinate and deploy new systems and network infrastructure, security services or applications. Design, install and configure host systems hardware and related software applications including host operating systems, database systems, web servers, directory services and related applications including e-mail, security applications, etc. Based on need, responsibilities may also include configuring and supporting network devices and related applications. Coordinate and complete changes to the production environment utilizing established change control processes. Utilize and model IT project management methodologies to help ensure project objectives are met, tracked and documented as expected. Provide guidance and instruction to other technical resources on the related teams.

2. *Maintain and support the Lottery's IT infrastructure and associated security controls.

Typical Activities:
Assist in maintaining the Lottery's IT infrastructure. As assigned, serve as an escalation resource for IT issues requiring Systems Administration attention. Perform systems administration functions for Lottery host systems and applications. Coordinate analysis, monitoring and troubleshooting with other team members, IT staff and vendors to ensure host systems are operating as expected, resolve complex systems and application problems and identify any security issues. Escalate issues to senior staff on the Systems and Network Administration team as needed. Ensure assigned IT tickets and related incidents, problems and changes are completed and documented as expected. Implement controls to meet established systems and application security requirements. Monitor and assess security vulnerabilities for relevance to the Lottery's technology environment. Work with senior technical staff and management to prepare recommendations related to systems infrastructure solutions and capacity planning.

3. *Provide technical guidance and support to IT staff and customers.

Typical Activities:
Provide technical expertise and guidance to customers and IT staff on the optimal use of systems and network technology to meet business requirements. Represent the Lottery as a technical resource to internal and external customers. Provide training and guidance to Systems Administration 1 staff in performing common systems and security administration functions. Provide procedures and training for IT Service Desk and Operations staff in performing common systems and network support and monitoring functions as needed.

4. *Develop and maintain technical documentation.

Typical Activities:
Coordinate efforts to formalize and automate work processes related to specific areas of technical expertise for the Systems and Network Administration team. Assist in enhancing and maintaining related systems configuration and security standards and procedures. Prepare documentation in support of IT's fiscal year IRM, budget and project planning activities. Develop and maintain other technical documentation related to IT infrastructure and security controls as needed.

5. *Maintain knowledge of functional areas.

Typical Activities:
Maintain knowledge of functional areas to assist in meeting a variety of business requirements, applying technology skills and approaches within multiple disciplines. Continually develop skills and knowledge related to systems and network administration, associated infrastructure technologies and security controls. Coordinate cross-training activities with other members of the Systems Administration team to ensure adequate coverage for critical system administration and support functions.

ADDITIONAL RESPONSIBILITIES:

INTERPERSONAL CONTACTS:
The Systems Administrator 2 interacts with all levels of Lottery staff, vendors, and customers to perform essential job duties. This is done in person, by telephone or through electronic and written communications.

JOB CONDITIONS:
Work is typically performed in an office environment with occasional work in a Data Center environment. Occasionally required to move up to 30 pounds of equipment. Typically works under time frames that can result in a stressful work situation. Occasional travel required. Assignments may require travel in inclement weather and unpredictable road conditions. This position may be required to provide on call support.

Skill Requirements
RECOMMENDED QUALIFICATIONS:
A Bachelor's degree in Computer Science or a related field and two (2) years of Information Technology experience performing systems administration in an enterprise environment; OR

An Associate's degree in Computer Science or a related field and three (3) years of Information Technology experience performing systems administration in an enterprise environment; OR

Five (5) years of Information Technology experience performing systems administration in an enterprise environment.

OTHER QUALIFICATIONS:
• Demonstrated project and technical experience in planning, implementing, integrating and supporting host systems and related infrastructure technologies in a team environment.
• Experience in the following technical areas:
o Systems Administration: Directory services (eDirectory, LDAP, Active Directory), Host operating systems (i.e., Linux, Windows, NetWare, Solaris), Citrix, Systems backups and SAN administration, Host system security configuration
o Web services administration: Apache, IIS, JBoss, Tomcat, etc.
o E-mail services administration: GroupWise, SMTP, etc.
o Database Administration: MS-SQL, DB2, Sybase IQ, MySQL etc.
o Other: BlackBerry Enterprise Server (BES), ZENWorks, Security applications, etc.
o Secondary: Network Administration: Cisco router, switch and wireless device administration; Firewall/IPS administration; TCP/IP, DNS, DHCP; Voice communications technologies; Network Management applications, etc
• Demonstrated skill in effective written and verbal communication.
• Demonstrated experience with information security principles and practices with a focus on maintaining host systems security and related security controls.
• Demonstrated experience in developing and maintaining technical documentation related to systems and network infrastructure and security controls.
• Demonstrated knowledge of IT project management methodologies and best practices.
• Demonstrated skill effectively performing multiple and diversified tasks while working with conflicting priorities; and meeting deadlines.
• Demonstrated ability to anticipate, identify and resolve issues that may adversely impact IT operations or projects.
• Demonstrated ability to learn and work within specific Lottery rules, regulations, policies and standards.
