Chief Engineer - Swan Island Dairy
Union Hourly - IAM, District Lodge 24

Reporting Relationships:

• Reports To: Plant Engineer
Purpose of Position:

• Provide Technical and Professional leadership in the area of Project Management, Engineering, and Maintenance. The Project Engineer reports directly to the Plant Engineer.

Position Duties, Responsibilities and Results:

Project Definition

• Aid in evaluating new business and line extensions.
• Obtain preliminary information for validation of the project economics (by others).
• Seek buy-in from affected parties while continuing to define scope.
• Develop conceptual drawings and control strategy concept when needed.
• Ensure safety review is conducted before budget is finalized.

Budget Development

• Obtain detailed equipment specifications and estimates from multiple sources where necessary.
• Review and finalize equipment selection with affected parties.
• Develop preliminary information needed to get budgetary estimates from contractors (Sketches, Blueprints, etc.).
• Obtain preliminary estimates from trade contractors or develop on own.
• Manage project budget from start to finish.
• Use cost tracking worksheet to develop and manage budget.

CA Submittal

• Ensure justification and estimates are complete. This may involve work by others.
• Responsible for ensuring CA write-ups meet corporate standards.
• Circulate complete write-ups and budgets to Plant Engineer and others as needed.
• Enter data into CA template on CARS and attach necessary paperwork.

Detail Engineering (CA Approved)

• P & ID’s are frozen and Project Engineer maintains master set.
• Develop detailed project schedule.
• Equipment numbers are assigned where needed.
• Work with internal project team members of focus teams to finalize construction, equipment and control specifications.
• Manage engineering work necessary for RFP’s. This may include civil/structural drawings, pipe isometrics, PLC control descriptions, and general arrangements.
• Manage drawing revisions for the above.

SQF
• Will follow established programs, policies and practices to produce safe quality foods that meet regulatory and company requirements.
• Will support the development, implementation, maintenance, and ongoing improvement of the SQF 2000 Systems.
• Will be accountable to the Kroger Manufacturing Food Safety and Quality Principles.

Procurement

• Manage contractual documents for equipment procurement.
• Responsible for equipment procurement and ensuring equipment meets said specifications.
• Ensure that 3 copies of manuals/documentation are shipped with ordered equipment.

RFP Process

• Select contractors to bid on project. If contractors are new to SID, obtain completed CQ-1 information before they are asked to bid on project.
• Assemble bid packages and contractual documents.
• Facilitate bid meetings.
• Award contracts.

Construction Management

• Manage the permit process with the city, where necessary.
• Provide contractor ‘issued for construction’ drawings before job commences.
• Facilitate a pre-construction safety orientation for contractors.
• Provide contractor a staging area for parts when needed.
• Provide contractor access cards with minimal security access.
• Approve invoices as ordered equipment arrives and ensure the equipment arrives as specified.
• Maintain the master drawing set for the job, keeping all revisions as they change.
• Keep a drawing log that details contractors and revisions of drawings they have been issued.
• Provide weekly construction updates in the capital meeting.
• Facilitate construction meetings with contractors and maintain the active issue list.
• Coordinate shutdown activities with operations and ensure LOTO is complete.
• Ensure contractor is working with necessary permits (confined space, hot work, etc.)
• Manage the contractors work daily and make sure that they adhere to project scope and construction meets company standards.
• Responsible for contractor safety during construction and addressing deviations where discovered.
• Manage the change order process and ensure that the internal project team approves changes.
• Address contractor personnel/construction problems.
• Review schedule with contractor on a daily basis.
• Schedule and direct contractors/vendors that are at the dairy.

Start-up

• Manage the project punch list and ensure work is completed before contractor leaves site.
• Facilitate a pre start-up safety review.
• Ensure operator training occurs.
• Address deviations in operation of new process.

Project Completion

• Project Engineer to make certain that as-built drawings are completed and filed along with equipment manuals and specifications.
• Conduct contractor and project evaluations.
• Publish final cost report.

Administration

• Assist in the development of engineering/construction standards and contractual documents.
• Facilitate yearly contractual safety meetings with contractors.
• Manage the contractor safety program.
• Attend all capital planning meetings.
• Maintain the ‘project worksheet’, adding new projects when necessary.
• Assist in the development of the plant capital budget and manage yearly spending.
• Manage the equipment and drawing files.
• Manage project spending and ensure accounting system complies with your spending sheets.
• Manage contractor maintenance work orders.
• Provide weekly construction update for maintenance department.

Maintenance

• Manage contractor w/o planning.
• Assist in planning of rebuild or significant maintenance work orders.
• Manage capital work performed by maintenance department.

Other skills
